Liberia's late-1990s commemorative program was largely driven by overseas marketing firms rather than the Liberian government's own monetary planning — these pieces were designed, distributed, and sold almost entirely outside Liberia itself. The country was mid-civil war in 1998, with Charles Taylor consolidating power after the 1997 elections widely criticized by international observers.
