Liberia's late-1990s commemorative program was one of the most prolific — and commercially cynical — in modern numismatic history. The Central Bank licensed its name to foreign distributors who flooded the market with themed issues targeting collectors rather than circulating currency needs, with Chinese Lunar series coins among the highest-volume products. Most were struck at private European mints and never touched Liberian soil.

KM#389 is the Type I designation, distinguishing it from a concurrent variant issued the same year — differences typically involving edge treatment or privy marks added for secondary markets.
