Liberia's late-1990s commemorative program was essentially a commercial licensing operation — the government authorized a torrent of themed silver issues through foreign distributors, almost none of which saw genuine domestic circulation. The "Year of the Ox" pieces appeared in two die variations, with Type II distinguished by minor positional adjustments in the field elements, a distinction that matters more to series completists than to the broader market.
