Liberia's late-1990s and early-2000s commemorative program was, bluntly, one of the most prolific and commercially cynical in the modern collector market. The Central Bank licensed dozens of silver issues to foreign distributors — primarily operating out of Germany and the United States — with virtually no intended circulation within Liberia itself. The Sydney 2000 football issue is squarely part of that wave: minted to order for the collector trade, not for domestic monetary use.
Liberia had no meaningful football program at the 2000 Games.
