Liberia's Olympic commemorative program of the late 1990s and early 2000s was essentially a revenue operation, licensed to outside minting agents with minimal oversight from Monrovia — the country was in the middle of a civil war and had no functioning mint of its own. These pieces were struck abroad, almost certainly in China or by a European contract mint, and exported as collector items with no meaningful circulation in Liberia itself.
The Sydney 2000 licensing agreements required issuing authorities to pay the IOC a royalty on each commemorative sold.
