Churchill's appearance on Liberian coinage is a function of that nation's long-running commemorative program, which throughout the 1990s and early 2000s issued hundreds of licensed foreign-subject pieces with no connection to Liberian history. These were produced largely for the collector market and saw no meaningful domestic circulation.
