Liberia's late-1990s and early-2000s commemorative program produced an enormous volume of silver issues bearing American presidential portraits, most struck by foreign mints and sold almost exclusively to the collector market rather than circulating domestically. The series was effectively a revenue mechanism for a country then emerging from the devastation of the First Liberian Civil War.

Harding died in office in August 1923, and the exact cause remains disputed — contemporaries suspected poisoning, though modern assessments point to a heart attack. His administration's Teapot Dome scandal was still unraveling at the time of his death.
