Liberia's commemorative coinage of this period was largely produced under contract by foreign mints — primarily the Pobjoy Mint in the UK and the Bavarian State Mint — for the export collector market rather than any domestic circulation. The Victory over Japan theme, issued a full 55 years after the August 1945 surrender aboard the USS Missouri, belongs to a wave of millennium-adjacent World War II commemoratives that flooded the market around 2000.
Liberia had no direct role in the Pacific War, making this purely a commercial licensing arrangement. KM#714 is one of dozens of $20 silver pieces Liberia authorized that year under similar conditions.
