Liberia has maintained a cottage industry of commemorative silver issues since the 1990s, licensing religious, historical, and pop-culture subjects almost entirely for the collector export market — the coins never circulate domestically and bear no functional relationship to the Liberian dollar economy.
The Divine Mercy image derives from the apparitions reported by Polish nun Faustyna Kowalska in the 1930s, with the devotion formally approved by the Vatican in 2000 under John Paul II, himself Polish.
