Palau has issued commemorative silver rounds under its licensing agreements with outside minting houses for decades, with the actual production typically handled by European facilities — this piece almost certainly struck by B.H. Mayer's Kunstprägeanstalt in Munich or a comparable contractor, not on any Palauan soil. The country's numismatic program exists entirely as a revenue vehicle, with face values bearing no relationship to domestic monetary use.

The Van Gogh intellectual property rights expired long ago, leaving the image in the public domain and making it a predictable target for themed bullion issues.
