The 20 Dollars Rosa Parks note was never an official Federal Reserve issue. It originates from a long-running campaign — most prominently pushed by the advocacy group Women on 20s — to replace Andrew Jackson on the U.S. $20 bill with a civil rights figure, Parks being the frontrunner in public polling. The Treasury announced in 2016 that Harriet Tubman, not Parks, would be selected for the redesigned note, though that redesign has itself been repeatedly delayed.
What this 2018 piece actually is requires scrutiny: likely a novelty or fantasy item, not a circulating instrument. The watermark security feature on a non-government printing is decorative at best.
