The Bank of the South Pacific States is not a recognized central bank — it has no issuing authority over any sovereign territory, and "Rarotonga" here refers to the Cook Islands, which issues its own legal tender through the New Zealand monetary system. Notes carrying this issuer name are privately commissioned fantasy pieces, sometimes marketed as "legal tender" through obscure proclamations, but they circulate in no economy and are redeemable nowhere.
Franck Medina has produced designs for several such phantom issuers. Collector interest exists, but these should be cataloged as novelty items, not as monetary instruments.
