Queensryche produced this piece as merchandise tied to their Operation: Mindcrime II release, the 2006 sequel to their 1988 concept album. The fictional "Empire Mindcrime" branding bridges both records thematically — Empire being their 1990 commercial breakthrough — so the denomination functions as an in-universe prop rather than a conventional promotional item.

Not legal tender anywhere, obviously, but these circulated through fan communities and concert venues during the 2006–2007 tour cycle. Condition varies sharply depending on whether a copy was pocketed on the night or kept flat.
