The Pacific Life Medals (PLM) series, produced for Liberia in the early 2000s, was part of a broader wave of foreign-licensed commemorative programs that exploited Liberia's open coinage laws — the country had long permitted private minting houses, primarily in Germany and Austria, to strike legal tender issues with no meaningful connection to Liberian commerce or circulation. These coins were sold wholesale into the collector market, never touching West African soil.
