Liberia ran an aggressive commemorative program in the early 2000s, licensing foreign designs and issuing silver pieces in bulk for the collector novelty market. These were never intended for domestic circulation and were largely sold through international distributors and home-shopping channels. The program generated hard currency for a government then barely functioning under Charles Taylor, who was indicted by the Special Court for Sierra Leone that same year.
