Liberia has no historical connection to the Mayflower Compact of 1620, and the Central Bank issued dozens of coins during this period targeting the American commemorative collector market rather than domestic circulation. The late 1990s and early 2000s saw Liberia flood the numismatic market with licensed-theme silver issues — American presidents, space missions, British royalty — most produced by private minting operations in Europe on behalf of the Liberian government, which collected seigniorage fees while retaining nominal issuing authority.
KM#660 is one of several hundred such types cataloged from this era. Mintage figures were rarely audited.
