Liberia's early 2000s commemorative program was, bluntly, a collector-market product with little connection to Liberian history — these pieces were designed, marketed, and largely sold through overseas distributors targeting thematic collectors rather than Liberian citizens. Mary Todd Lincoln was one of dozens of subjects cycled through the series during this period.
