Liberia's early 2000s commemorative program was frankly opportunistic — the country licensed its mint authority to produce collectible coins honoring foreign historical figures with no meaningful connection to Liberia itself. Manuel Azaña, Spain's last president of the Second Republic before Franco's victory ended the Civil War in 1939, is an odd honoree for a West African nation. He died under house arrest in Montauban, France, in November 1940, having fled across the border after the Republic's collapse.
