Palau's marine conservation coin program launched in 1994 with direct backing from the government as a revenue mechanism — the islands generate no significant domestic coinage demand, so these large-format issues were produced entirely for the collector export market. The manta ray issue appeared in the fifth year of the program, by which point NGC and PCGS certification had begun driving secondary market premiums well above issue price.
Struck at the B.H. Mayer Mint in Munich under contract. Five-ounce .999 silver issues of this diameter were relatively unusual for sovereign programs in 1999.
