| Obverse description | Central field depicts a seated mermaid figure adorned with a floral wreath crown, her scaled tail partially submerged in ocean waves, with a dolphin leaping beside her to the right. The composition conveys a serene Pacific maritime scene rendered in fine relief. The denomination '20 $' appears in the lower field. The curved legend 'REPUBLIC OF PALAU 1999' arcs along the upper periphery in raised Latin letters. The entire design is enclosed within a beaded border. |

Palau's marine conservation coin program launched in 1994 with direct backing from the government as a revenue mechanism — the islands generate no significant domestic coinage demand, so these large-format issues were produced entirely for the collector export market. The manta ray issue appeared in the fifth year of the program, by which point NGC and PCGS certification had begun driving secondary market premiums well above issue price.
Struck at the B.H. Mayer Mint in Munich under contract. Five-ounce .999 silver issues of this diameter were relatively unusual for sovereign programs in 1999.
