Liberia's early 2000s commemorative program produced dozens of these silver issues honoring American first ladies, sold almost exclusively to the collector market through international distributors. Hayes herself served as first lady from 1877 to 1881 and was the first to hold a college degree, a distinction that earned her genuine public attention during her husband's administration.

This coin has no meaningful circulation history — it was never intended for Liberian commerce.
