Liberia issued a substantial series of foreign-themed commemoratives in the late 1990s and early 2000s, most produced by European minting houses and sold directly into the collector market rather than circulated. These pieces were legal tender in name only — Liberia's actual circulating currency was the Liberian dollar, and no meaningful quantity of these coins ever reached Monrovia.
The "Italy" issue belongs to a run of country-themed 20-dollar pieces that functioned as a licensing and revenue exercise, exploiting Liberia's sovereign minting authority.
