Liberia's Central Bank issued a sprawling series of commemorative dollars around the turn of the millennium, licensing the likenesses of U.S. presidents for coins that had no circulation role whatsoever — produced entirely for the collector market and sold through international distributors. Cleveland is the only U.S. president to appear on two non-consecutive terms, having served as both 22nd and 24th president, a distinction that also causes him to be counted twice in official presidential tallies.
