Liberia's commemorative dollar series of the late 1990s and early 2000s was a frank revenue operation — the country was deep in the economic collapse that accompanied the tail end of Charles Taylor's rise to power, and licensing foreign leaders' likenesses for export-market collector coins was a reliable source of hard currency.
