McClellan's appearance on a Liberian commemorative reflects the wave of American Civil War issues Liberia produced in the late 1990s and early 2000s — a licensing-driven series aimed squarely at the U.S. collector market rather than domestic circulation. Liberia had essentially no functioning economy at the time; the series was a revenue instrument, full stop.
McClellan himself remains one of the war's more contentious figures — relieved by Lincoln twice, he ran against Lincoln in 1864 on a peace platform and lost. A strange subject for celebration, but the series cast a wide net.
