Liberia's Central Bank issued a prolonged series of commemorative dollars around 2000 targeting the collector market almost exclusively — pieces like this Frankfurt am Main issue were never intended for domestic circulation in a country whose own monetary system was severely strained at the time. The series drew criticism from numismatic organizations for the sheer volume of thematic releases produced under Liberian authority, most manufactured by third-party mints in Europe with no meaningful connection to the issuing nation.
