This piece belongs to a wave of foreign-issued commemorative dollars produced for Liberia around the turn of the millennium, a period when the Central Bank licensed numerous topical series — ships, wildlife, world leaders — to overseas minting operations targeting collector markets rather than domestic circulation. The Finland subject almost certainly ties to Finland's adoption of the euro in 2002, making the markka obsolete after roughly 140 years as a currency.
