Tuvalu's FIFA World Cup issues were struck by the Perth Mint under the licensing arrangements that governed most Pacific island commemorative programs of the 1990s — a period when sovereign microstates with minimal domestic coin demand nonetheless maintained active commemorative programs almost entirely for the collector export market. This piece was issued for the 1994 World Cup held in the United States, the first time the tournament was staged there, drawing considerable criticism from traditionalists who felt American soccer culture was insufficiently developed to host the event.
