Tuvalu's FIFA World Cup issues were struck by the Perth Mint under the licensing arrangements that governed most Pacific island commemorative programs of the 1990s — a period when sovereign microstates with minimal domestic coin demand nonetheless maintained active commemorative programs almost entirely for the collector export market.
