Cook Islands has operated one of the more prolific commemorative programs in the Pacific since the 1970s, largely licensing its monetary authority to external minting houses — in this case almost certainly the Polish Mint (Mennica Polska), which has produced the majority of Cook Islands' large-format gilded silver issues in recent years. The Wheel of Life (Bhavachakra) subject places this squarely within a recurring series of Buddhist cosmological themes that proved commercially successful in European collector markets through the late 2010s.
KM#2748a designates the gilded variant, distinguished from the plain silver 2748.
