Cook Islands has operated an aggressive commemorative program since the 1970s, licensing its sovereignty to foreign minting houses producing pieces with no circulation intent whatsoever. This 2008 Vatican issue belongs squarely to that category — a product of the collector market rather than any monetary need of Avarua or Rome.
The Holy See has no minting agreement with Cook Islands. Vatican coinage is struck under Papal authority at the Italian State Mint in Rome, making this a unilateral tribute issue.
