Part of the RCM's broader "Water and Nature" collector series, this issue appeared during a period when the Mint was aggressively expanding its fine silver (.9999) program — pushing purity above the long-standard .999 used by most sovereign mints. The shift added minor production costs but allowed the RCM to market a measurable technical distinction in an increasingly crowded commemorative market.
