Cook Islands ran an aggressive commemorative program through the early 1990s, licensing its sovereign mint authority to foreign distributors who produced themed issues with little connection to the islands themselves. This 1996 Atlanta Olympics piece, struck three years before the Games, is a product of that pipeline — commissioned well ahead of the event to maximize retail distribution windows rather than to mark anything that had yet occurred.
