Niue began issuing commemorative silver dollars in the late 1980s under licensing arrangements that allowed the tiny Pacific island territory to generate revenue through collector coins bearing its name. The Kennedy issue appeared thirty years after the assassination, part of a wave of 1993 commemoratives from minor issuing authorities capitalizing on the anniversary.
KM#64 is one of several dozen Niue commemoratives from this period with nearly identical production profiles — struck at outside mints, marketed through dealers rather than circulated, and largely ignored by serious Kennedy collectors who prefer U.S. Mint issues.
