The "Clothed and Nude Maja" series issued under Cook Islands' licensing authority reproduces Goya's two famous paintings — completed between roughly 1797 and 1800, and long attributed to the Duchess of Alba as subject, though that identification has never been conclusively established. The Spanish Inquisition summoned Goya in 1815 specifically over the nude canvas, making it one of the first Western paintings to depict pubic hair openly. Cook Islands has no meaningful connection to Goya's Spain; the attribution is purely a licensing arrangement enabling a silver bullion novelty product outside stricter issuing authorities.
