New Zealand's $20 note was redesigned in the early 1990s as part of a broader effort to improve security across the series — the previous issues had become increasingly vulnerable to high-quality photocopying. Donald Brash, whose signature this note carries, was appointed Governor in 1988 and oversaw the transition to this revised format before the fully polymer Maori-series notes replaced the cotton paper issues entirely by 1999.

Thomas De La Rue's involvement was long-standing with New Zealand's currency by this point, though the changeover to polymer — produced by Note Printing Australia — effectively ended that relationship for circulating notes.
