This piece belongs to a wave of Cook Islands commemoratives issued through the 1990s under licensing arrangements that had little to do with the islands themselves — the subjects were chosen for international collector appeal, not local significance. The 1936 reference points to the year of Edward VIII's abdication, when Queen Elizabeth (then Duchess of York) and her husband became, unexpectedly, King and Queen of a nation bracing for war within three years.
Cook Islands silver commemoratives of this period were largely marketed through European and North American coin dealers, with mintages set by commercial demand rather than any issuing authority's monetary policy.
