Liberia's early 2000s commemorative program was, bluntly, a collector-market exercise with little connection to the country's monetary system. Edith Kermit Carow Roosevelt — Theodore's second wife and the longest-serving First Lady of the early 20th century — managed the White House budget with unusual personal control, reportedly keeping TR on a strict household allowance.
