Liberia's late-1990s commemorative program was essentially a licensing operation, issuing coins in bulk for the international collector market with no meaningful connection to Liberian monetary history. This piece, one of dozens in a Princess Diana memorial series rushed out following her death in August 1997, was produced for export sale rather than domestic circulation.
The "Tour of Japan" subject references her 1986 visit, which drew enormous press coverage and cemented her international profile outside the Commonwealth.
