Liberia's commemorative silver program of the late 1990s and early 2000s was largely driven by the Pobjoy Mint and similar contracted producers, issuing coins with little direct connection to Liberian monetary history. The country was in the grip of civil war aftermath during this period — Charles Taylor had just been elected president in 1997 under deeply disputed circumstances — making the patriotic American subject matter a straightforward commercial decision aimed squarely at the U.S. collector market rather than any domestic purpose.
