Kiribati's nominal coin program has been managed almost entirely by external minting houses — in this case the issue originates with a private mint marketing operation rather than any domestic monetary need. The Republic of Kiribati has no silver mining, no domestic mint, and a circulating coinage so limited that issues like this one are produced solely for the collector market under licensing arrangements.
The glitter application is thermally bonded to the planchet surface post-strike, a finishing technique that creates long-term preservation problems and is generally incompatible with conventional encapsulation grading.
