Liberia's early 2000s foreign-subject commemorative program was frankly a collector-market operation — coins issued with no meaningful domestic circulation, designed and largely sold through European distributors targeting thematic collectors. The Pont de Fragnée, a steel arch bridge completed in Liège in 1905, had no particular connection to Liberia. The "20 Dollars" denomination bore no relation to Liberian monetary reality at the time of issue.
