Bank of China (Hong Kong) Limited is one of three commercial banks licensed to issue Hong Kong dollar notes — an arrangement with no parallel in most modern economies, where note issuance is a central bank monopoly. Each issuing bank must lodge full equivalent value in US dollars with the Hong Kong Monetary Authority before any note enters circulation, effectively backstopping the linked exchange rate at the note level.

Cotton paper at this denomination is a deliberate retention — the HKD series has resisted polymer conversion at lower denominations longer than many comparable high-circulation notes in the region.
