Liberia's Olympic commemorative program in the early 2000s was essentially a licensing operation — the country produced dozens of themed silver issues for the 2004 Athens Games across nearly every sport on the program, sold almost exclusively to the collector market through European distributors. Tennis returned to the Olympics as a full medal sport at Seoul in 1988 after a 64-year absence, a reinstatement that generated enough commercial interest to sustain exactly this kind of peripheral commemorative output for two decades afterward.
