Liberia has issued commemorative coinage under licensing arrangements since at least the 1970s, and by the 2004 Athens Olympics cycle the market was saturated with nearly identical silver issues from non-participating Pacific and African nations — Cook Islands, Marshall Islands, Liberia — all struck by the same handful of European private mints. This piece almost certainly originated with Pobjoy Mint or B.H. Mayer's Kunstprägeanstalt, both of which held blanket licensing deals for Liberian commemoratives during this period.
Collector demand for the series collapsed within a year of issue, and secondary market prices rarely recover original issue cost.
