Palau's marine-themed collector series launched in 1992 and became one of the more commercially successful Pacific island numismatic programs of that decade, largely sold through mail-order dealers to thematic collectors rather than circulated domestically. The republic's own population at the time was under 20,000 — these pieces were never intended to pass through anyone's hands at a market stall.

The copper-nickel format at this size and weight puts it squarely in the large-format souvenir coin category produced by the Bavarian State Mint on contract, the likely manufacturer for much of this series.
