The African-American Face Reserve Obligation was a novelty or satirical issue produced in Chicago, not a monetary instrument recognized by any banking authority. These pieces circulated as cultural commentary items — the "A.F.R.O." acronym a deliberate parody of "Federal Reserve Note" — and gained modest distribution through gift shops and mail-order catalogs during the early 1990s.
