Thomas De La Rue printed the entire Solomon Islands paper series of this period, and this note falls within an unusually long uninterrupted run — the P#28 type spans seven years without a design change, which in Pacific island currency is not uncommon given the low circulation volumes and limited counterfeiting pressure that typically drive redesign cycles elsewhere.
The watermark is the sole listed security feature, a fairly minimal specification for a note issued well into the era when most Commonwealth-adjacent central banks had adopted security threads as standard. Whether that reflects budget constraints or a considered risk assessment by the Central Bank is not documented in standard references.
