Liberia's dollar had been pegged to the US dollar at par since 1944, but by the early 2000s the country was emerging from back-to-back civil wars that had gutted the formal banking system entirely. The Central Bank of Liberia resumed meaningful note issuance only after Charles Taylor's government collapsed in 2003, making this series one of the first attempts to reestablish a functioning domestic currency in a genuinely post-conflict economy.
The print date of 30 April 1945 in the metadata is almost certainly a data entry error — no Liberian central bank existed until 1999.
