The 1991 $20 was the last Birds of Canada series note to be issued, completing a set that had been rolling out since 1986. Two Ottawa security printers shared production — BA International (formerly British American Bank Note Company) and Canadian Bank Note Company — a dual-sourcing arrangement the Bank of Canada had maintained for decades to avoid dependence on a single supplier.

Doubtfire's engraving work on this series is among the finer Canadian intaglio output of the period. The security thread introduced on this issue runs vertically and is visible as a dark line when held to light.
