Andorra had no formal coinage of its own for most of its history, relying on French and Spanish currency circulating freely across the co-principality. The 1985 silver program was among the earliest issued under Andorran authority, predating the country's formal monetary agreements with the European Community by nearly a decade.

KM#26 was part of a collector-oriented series rather than circulation issue — Andorra had neither a mint nor the monetary infrastructure to support one at the time, contracting production abroad.
